"I welcome this motion and the parallel report currently with the Fisheries Committee. Both reports refer to the ‘Black Sea Synergy’. In the context of south-east Europe, the definition of synergy is one where it represents the ability of a group to outperform even its best individual member. Apparently, there is a consensus amongst some in this place that the best individual member of the Black Sea Synergy is the EU. I would caution against this belief, certainly with regard to fisheries. The common fisheries policy has failed. I would say to my colleagues from the Black Sea region: learn from the mistakes of the CFP, examine the consequences the present regime has had on the small-scale fisheries of the north-east Atlantic and ask is this what we want for the Black Sea? The Black Sea strategy must be based on the uniqueness of the area. As we have seen, ideas that fit one part of Europe will not work in another part."@en1
