"Madam President, Commissioner, ladies and gentlemen, I would like to thank the rapporteur for the excellent work he has done, bringing many ideas together in a comprehensive form, something that will help us in our future efforts. We must understand that this cooperation in the Black Sea region should not be confused with the Eastern Partnership or with our strategic relations with Turkey and Russia. These are different matters and this cooperation does not replace them. On the other hand, I find hugely exciting that it is possible to bring these divergent groups together on certain issues in order to produce a coherent policy that is in our own interests, as well as helping the relevant countries too. Such cooperation may possibly help to bring together conflicting political and economic interests, so that future disputes will be less dramatic and dangerous and so that, for example, our work in the Eastern Partnership is not construed as being directed against any particular individual, but rather that everything is understood to be complementary. However, when it comes to a European perspective, this cooperative stance should not preclude us from expecting that the Eastern Partnership with these countries will produce different results from development strategies with Russia, for example. We must be permitted to make such distinctions and the Commissioner is no doubt well aware that this should be the case. However, for this reason, Black Sea cooperation is in the interest of the European Union, in the interest of Russia, in the interest of Turkey and in the interest of the remaining countries in this region – most of whom are members of the Eastern Partnership. I could imagine that this will contribute significantly to the economic and political stability of Europe and hope that we can work closely with the Commissioner in order to drive this forward."@en1
