"Mr President, I, too, feel it is important to recast Directive 2005/85/EC as the process for establishing minimum standards on asylum procedures must be fairer and more efficient. The purpose of the amending proposal is to simplify and enhance the procedures at EU level. The standards envisaged must be based on the best practices identified throughout the EU.
Although all Member States officially grant the right to apply for asylum, problems occur with the national access systems. They vary significantly in their present form from one country to another. This results in a number of administrative problems which need to be resolved using a common approach. I also ask the Council to provide as much information as possible about the current situation in Member States. It is important for us to resume the negotiations on this dossier and to achieve a result by the specified deadline."@en1
