"To determine the increasing problem of abandoned children, European institutions and Member States should play a more active role in improving the instruments of international adoption by facilitating and coordinating international adoption procedures at European level, without jeopardising in any way the security and safety of the children’s rights and by respecting all international conventions protecting the rights of the child. The Union and the Member States have to ensure stronger scrutiny in cases of international adoption, in order to prevent child exploitation, abuses, abduction and trafficking. Member States should find a balance between high international safeguards and standards in order to safeguard the rights of the child and the reduction of bureaucracy and the facilitation of international adoption procedures. Moreover, Member States should have more transparent rules with regard to international adoption procedures and should also retain a constant exchange of information on the conditions and surroundings of the adopted child in the new environment. In conclusion, the primary concerns in the international adoption procedures should always be in the best interest of the child, with particular attention to children with special needs, in order to guarantee children’s and families’ rights."@en1
