"In the fight against the pillaging of biodiversity, destruction of the forest is an absolutely crucial issue. It is primarily the result of the production-driven rationale of modern-day globalisation and is therefore still perfectly legal. The implementation of the bilateral EU/Congo Voluntary Partnership Agreement to combat the illegal exploitation of forests is a very partial step towards the necessary establishment of a mechanism for punishing all ecological crimes. The independence of decisions concerning the granting and verification of export licences should be guaranteed by public services, and aid should be made available for combating the improper legal exploitation of forests. The absence of such measures is particularly regrettable."@en1
