The implementation of bilateral Voluntary Partnership Agreements to combat the illegal exploitation of forests is a very partial step towards the necessary establishment of a mechanism for punishing all ecological crimes. These agreements, which are still very rough and ready, nonetheless deserve to be encouraged and, most especially, improved."@en1
