"I welcome the adoption of the directive aiming to introduce new rules governing cross-border healthcare. The European Union is taking an important step with the new legislation. This will not only facilitate the provision of healthcare, particularly in border regions, and increase treatment opportunities for EU citizens; it will also foster general advances in healthcare thanks to research incentives resulting from cooperation between Member States. I particularly welcome the introduction of legislation to strengthen cooperation in the case of rare diseases. This will enable those who suffer from them to benefit from the advantages of closer cooperation in healthcare between Member States. Moreover, the requirements for reimbursement to be conditional on the treatment and costs being covered by the healthcare system in the patient’s own country, and for the prior authorisation of treatment requiring hospitalisation, are safeguards which will help guarantee the stability of national health services. The directive therefore allows for significant progress to be made in improving health services, by striking the right balance between the needs of the Member States, which are responsible for providing healthcare services, and those of the citizens, who are the principal beneficiaries of such services."@en1
