lpv:translated text	"Madam President, ladies and gentlemen, my thoughts at this time are with the thousands of couples around the world who every day face the necessary difficulties involved in adopting a child. Adoption is a value, a genuine display of love which opens the door to a new family for a child who unfortunately can no longer count on the affection of his or her own dear ones. Those who carry inside them the hurt of having been abandoned are entitled to grow up in a happy environment with people who can offer them a new life. It is therefore our duty to help orphans so that a bright future is no longer an unattainable dream for them. The adoption of this joint resolution today should send out a strong and urgent message. We need to promote Union policies designed to overcome difficult family situations. Bureaucratic lethargy and legislative delays cannot and must not crush a child’s dreams and hopes of having a family and a happy future."@en1
