"Madam President, Commissioner, the European Convention for the Protection of Human Rights and Fundamental Freedoms and the Charter of Fundamental Rights of the European Union ban discrimination on grounds of sexual orientation. Articles 6 and 7 of the Treaty on European Union and Article 19 of the Treaty on the Functioning of the European Union oblige the bodies of the EU and all the Member States to fight discrimination on grounds of sexual orientation. Lithuania is a Member State of the EU and has thus undertaken to share these common values of the 500 million citizens of the Union. Firstly, I welcome the fact that following our first resolution in 2009, the planned act entered into force in Lithuania in a less severe form and that we have not yet become aware of any instance of this law having been applied, and that its application in respect of the ban on the Christopher Street Day Parade failed and the parade took place. I am all the more astonished, therefore, that new legislative measures are now being proposed under which speaking publicly about or providing information on homosexual relations could effectively result in fines of up to EUR 2 900 and there will no longer be equal opportunities for homosexual people – but at least for women. I therefore welcome the Commission’s strategy to combat homophobia and would particularly like to thank Commissioner Reding for emphasising the importance of protecting these fundamental rights through her attendance here in plenary when the time is nearly midnight."@en1
