"Madam President, one year after the devastating earthquake in Haiti, there is still no evidence of specific results from the reconstruction process. The deadlock is due, in particular, to the fact that the Haitian state does not have the capacity to provide basic public services using its own resources. There is a lack of political will and the Haitian authorities are failing to implement the decisions aimed at rebuilding the country. This is hampering significantly the operation of the Interim Haiti Recovery Commission, the main body tasked with the efficient management of the resources released by the international community. This situation will continue unless political stability is successfully established in the country, the capacity of the state is restored and an effective government is appointed. This is why I believe that the EU must make every effort possible to support a legitimate, transparent electoral process. Ensuring that the second round of voting, scheduled for February, is conducted properly is the only way of ending the political crisis."@en1
