"Madam President, the European Union has not forgotten Haiti. We are still the largest source of humanitarian aid. However, it is depressing that the country is still mired in domestic and political chaos. The provision of humanitarian aid to Haiti was carried out in two classic stages. The first stage was to provide emergency aid and was supposed to target those who were most in need. The second stage was to focus on the economic, social and political reconstruction of the country. However, due to the outbreak of cholera, the hurricane, the unstable social and political situation, and even interreligious tensions and strife, the stage of providing humanitarian aid is taking longer than we originally expected. As a result, we cannot progress to the second stage as rapidly or as comprehensively as we would have liked. The crisis in Haiti is ongoing. Our involvement is still needed. We cannot abandon our responsibilities. As Mr Piebalgs reminded us, the European Commission has provided half the resources which were promised at the Donors’ Conference in New York. In this regard, our plans are progressing well. The aim of the resolution which this Parliament will adopt tomorrow is to mobilise Member States and the Commission to implement the declarations we have made. Let us remember that hundreds of thousands of people are still living in temporary camps, and over 3.5 thousand people have died of cholera. From the very beginning, we have maintained that those responsible for reconstruction should be the people of Haiti themselves. The Haitian plan for the reconstruction of the country is based on decentralisation and an emphasis on local agriculture and food security. We respect these priorities of the people of Haiti. There is one other recommendation. We should increase our humanitarian efforts and I know that the Commissioner is already working on this."@en1
