"Madam President, Commissioners, one year after the earthquake, Haiti is still in a state of emergency and reconstruction efforts are struggling to get off the ground. This is attributable to the structural deficiencies of the Haitian State, to the Haitian authorities’ lack of political will and decision making capability, and to a lack of support from the international community. Unless the Haitian authorities take some major decisions, such as compulsory purchase, the thousands of tons of rubble blocking the reconstruction process will not be cleared. I must commend the efforts made and the work carried out by the humanitarian organisations. Progress has been achieved and millions of lives have been saved. Humanitarian agencies, however, cannot continue to compensate for the weaknesses of the Haitian State. The European Union, therefore, must do its utmost to give strong support to a fair and transparent electoral process in order to ensure the stability and political will required for reconstruction. It is imperative to assist the future Haitian authorities, throughout the reconstruction process, in the organisation of their institutions with a view to establishing a new equilibrium at all levels and a fully functioning democracy. Furthermore, it is essential for the European Commission, as a member of the Interim Haiti Recovery Commission and, in view of its financial contribution, to intervene with a view to speeding up the implementation of the latter’s mandate and to making provision for its operation. Following the earthquake, the international community decided to reconstruct Haiti differently, without repeating the errors of the past. It is time to tackle the deep-rooted causes of poverty in Haiti once and for all."@en1
