"Mr President, Commissioner, thank you for your really comprehensive response. However, I would like to pose an additional question. The European Union must guarantee all citizens the right to quality higher education. However, in the Member States, there are many differences between higher education systems, the costs of higher education and the provision of loans to pay for studies. High interest on loans taken out to pay for studies and unfavourable loan repayment conditions often deter young people from pursuing higher education in their own country and encourage a brain drain to other countries. Does the European Commission intend to publish guidance on preferred conditions for the provision of student loans?"@en1
