"The submitted report is a very timely response to the many natural disasters we have experienced in recent years. It is essential for the EU to learn from the experience of providing effective aid after previous disasters, for example, in Australia, Haiti and Russia, in order to have completely clear procedures and resources for providing effective humanitarian aid. The continent of Europe has so far avoided disasters on such a scale, but this does not mean that we should not prepare an effective range of structures and resources. Experience from recent years shows that securing transport into affected areas is not possible without technical and organisational support from military units. Non-governmental humanitarian organisations do not have these capabilities. It is evident that the inhabitants of affected areas very often remain cut off in terms of transport links around the country, and the capacity of civil aviation resources is limited. If the use of military forces is justifiable and acceptable anywhere, then it is surely in the case of humanitarian or natural disasters."@en1
