The spirit of the European Union in the treaties is to standardise procedures throughout the EU. Therefore, as the Court of Justice of the European Communities has ruled, it makes no sense for there to be bilateral agreements on air services between EU Member States and the Member States of the West African Economic and Monetary Union.
