"The report on the annual report on human rights in the world in 2009 and EU policy on the matter provides a near total overview of human rights problems across the world. The report also takes up new types of human rights issues, such as human rights protection and the fight against terrorism. Thanks to the amendments of the Group of the Greens/European Free Alliance, a chapter has been included on the role of human rights in the newly-established European External Action Service (EEAS). This is very important given the fact that, as a new instrument, the EEAS is able to provide us with an opportunity to review the EU’s human rights policy and to defend human rights worldwide in a more coherent and decisive way. I therefore support 100% the proposal to appoint a high representative, who, together with his/her service, will coordinate the Union’s human rights policy on a permanent basis. The core message is clear: human rights should occupy a central place in the foreign policy of the European Union. There is still a long way to go, but Parliament will keep its finger on the pulse. That is an exceptionally positive thing."@en1
