"Madam President, NATO has, indeed, emerged from the Lisbon Summit in a stronger position. Article 5 has been revived and does not preclude the ability to mount a defence against a ballistic attack. The provisions of the new strategy must now be put into effect. The plan of action on the transatlantic missile defence architecture should be completed not later than the middle of 2011. This should also be backed up by money, including from the European partners in NATO. The signing by Russia of a new START treaty must not mean restrictions on building the NATO antimissile architecture. In addition, cooperation with Russia in this area must not mean a weakening of the defence of Central Europe."@en1
