"Madam President, the new strategic concept of the North Atlantic Treaty Organisation (NATO), which emerged in Lisbon, was established in order to seek to respond and adapt, firstly to a new context, in other words the disappearance of the system of blockades and the end of the Cold War. Secondly, it was established in order to adapt to the new configuration of threats, and particularly to globalisation and the fact that our armies do not have apparent enemies and our enemies do not have armies.
Based on this new strategic concept, while taking into consideration Article 5 of the Treaty of Washington regarding mutual assistance, there are three aspects that I am interested in.
Firstly, how to shape this strategic alliance with Europe: Baroness Ashton, I would like to ask you whether you think that Turkey should participate as much as possible in the actions and the development of the common foreign and security policy.
Secondly, regarding the ratification of the Strategic Arms Reduction Treaty (START) by the United States Congress, do you think that this new strategic concept will be affected if it is not ratified?
Finally, what are your thoughts on the subject of the anti-missile shield? Do you think that this notion in any way compromises the goal of reducing nuclear arsenals? It seems that there are opposing views on this among the Member States."@en1
