"Madam President, I believe that the Lisbon Summit is the first since 1999 to make a beneficial contribution in terms of a strategic vision for the Alliance. I think that a more important consideration in this century is that not only the existing threats and security interests but also, in particular, the ability of defence budgets to offer effective military solutions raise for discussion the issue of a bipolar world. It was time for a broad analysis to be carried out of the direction in which the Alliance is heading, and certainly if compatibility with Russia is an aspect of it. However, I must stress that, in my view, compatibility with the European security project is also vital to NATO. The Afghanistan issue seems to have given a sufficiently large boost to the Alliance and I am pleased to note that Russia has agreed to become involved in NATO’s efforts in Afghanistan. I hope that this complex problem of Afghanistan will not be one of the causes for concern with regard to this alliance’s future effectiveness. I also welcome that the European Union has raised the issue of anti-missile technology for discussion. I believe that we will have to discuss at EU level the effectiveness of this anti-missile shield."@en1
