lpv:translated text	"Madam President, Baroness Ashton, first of all, let me congratulate my colleague, Mrs Laima Andrikienė, on her excellent work. The number of letters of amendment, which had reached record proportions, imposed a considerable task on her, which she handled excellently and in a very elegant way, and the result is an exceptionally good report. I am delighted to say that the report places emphasis on the most vulnerable groups that require the greatest degree of protection, such as children, indigenous people and national minorities. I very much hope that our messages formulated in the report will be met with openness as regards the structure of the External Action Service and the future High Representative for Human Rights. We expect High Representative Ashton to ensure that human rights have a special place in the new structure, and that in addition to providing the necessary organisational conditions, the entire work of the External Action Service should be inspired by human rights mainstreaming. The spirit of the Treaty of Lisbon has created a new moment, one that will require us to take more consistent action in this area as well, and the failure to observe this spirit should not be permitted to undermine the credibility of the EU. As the rapporteur for the report on the situation of fundamental rights in the European Union I am particularly pleased that this debate has been brought before the plenary of Parliament at the same time, and that the report on the situation of fundamental rights in the European Union that was adopted today, as well as the report on human rights that is currently under debate, convey the message that we consider the protection and consistent application of fundamental and human rights and the avoidance of a double standard to be equally important in and outside the EU."@en1
