"Madam President, the European Union is based on values such as freedom, democracy, equality, the principles of the legal state and adherence to human rights. If the Union also wants to play a significant role in the promotion of human rights worldwide, however, it is essential that it develops a coherent foreign policy, to which all Member States should make a determined contribution. The coming into effect of the Treaty of Lisbon is a unique opportunity for significant progress in human rights and democracy, which from now on should become a central element in various areas of foreign policy in particular. The decision to incorporate human rights into the structures of the European External Action Service is therefore of clear and decisive significance. I firmly believe, however, that creating the role of special representative for human rights would contribute towards greater cohesion, and above all to the necessary visibility of the external actions of the EU in this area. I would like to end by congratulating the rapporteur, Mrs Andrikienė, for her excellent work on the annual EU report on human rights 2008-2009, which provides a detailed summary of the diverse activities of the European Union in the area of human rights and democracy in the world."@en1
