We believe that the EU has a role to play in the defence of fundamental rights; however, it is the Member States who carry the first responsibility, in line with their traditions of democracy and the rule of law. We are of the opinion that the Gál report certainly contains good elements, but overall it stresses too much the role of the EU in areas which we believe to be the exclusive competence of the Member States, such as immigration and judicial systems. Therefore we have had to abstain in the vote today on this report."@en1
