"Today's vote has given the go-ahead for the first example of European democratic participation. The European citizens’ initiative is one of the most innovative provisions of the Treaty of Lisbon and a first step toward direct democracy.
The initiative is an instrument that allows citizens to call on the European Commission to submit a legislative proposal on any issue that they consider to be in their interest by submitting 1Â million signatures, which represent 0.2% of the population of the European Union. Issues relating to the environment, social matters and disasters caused by the financial crisis are among the most sensitive topics that may mobilise citizens to call on the EU to legislate on these matters."@en1
