Today we voted in plenary on the European citizens’ initiative. This initiative was introduced by Article 11 of the Treaty of Lisbon, with the aim of empowering citizens with the same political initiative powers that the Council of Ministers and the European Parliament already enjoy. The ECI is a new instrument of participatory democracy on a continental scale.
On 31 March 2010, the Commission submitted its proposal for a regulation and on 14 June, Council approved the general approach to the ECI. The Committee on Constitutional Affairs of the European Parliament adopted this report in November, which included a negotiation mandate. The trialogue of 30 November reached an agreement over various amendments. The main points of the agreement concern: combining registration and admissibility; the number of signatures that must come from a minimum of one quarter of Member States; setting up a citizens’ committee; the minimum age for supporting an initiative; and the online collection system."@en1
