"I am delighted that barely a year since the Treaty of Lisbon came into force, an agreement has been reached on the regulation on the citizens’ initiative. This regulation is a great achievement strengthening the principles of democracy in the European Union. The right to initiate the legislative process that has been given to a million citizens will stimulate interest in EU policies and participation in them. It is very important that Parliament managed to simplify the procedures for submitting and organising initiatives. An initiative will only be successful if it is easily implemented and accessible to all. It must be clear and understandable and citizens must be able participate in it and want to do so. On the other hand, it is also necessary to ensure the transparency in the organisation and funding of this initiative, and the initiative must remain an expression of the citizens themselves rather than political or other groups. I believe that the final text of the regulation on which we will vote today will help ensure this balance. One of the objectives of the Treaty of Lisbon is to bring citizens closer to Europe, and the citizens’ initiative will help achieve that by establishing this new unique form of citizen participation in politics."@en1
