"The citizens’ initiative is a welcome addition to active citizenship. Alongside the actual legal initiative, it will have an important role in provoking political debate. The scope of the citizens’ initiative, however, is not yet cut and dried. The European citizens’ initiative should be a way to seek amendments to the EU Treaties. With the Treaty of Lisbon, even the Commission has the authority to make proposals regarding this. That is why the citizens’ initiative should also have the potential for formulating initiatives. One might see initiatives in the area of social issues, for example, justification for which could perhaps be found in the EU Charter of Fundamental Rights. The debate on the need to amend the Treaties should therefore not end with a narrow interpretation of the citizens’ initiative: it must be more flexible and take account of the public viewpoint."@en1
