"In light of the increasing frequency and impact of natural disasters which have had serious consequences in human, economic, social and environmental terms, the European Parliament recommendation to the Council on setting up an EU rapid response capability is particularly important. I voted in favour of the proposal, as I believe that it covers the fundamental issues which should be considered. Amongst these issues, it reiterates that cooperation between Member States could provide operational and financial benefits, and it recognises that there must be an integrated approach to disaster management, which also includes prevention of, preparation for, and management of disasters, as well as post-disaster reconstruction. Furthermore, I believe that it is important for the coordination and efficiency of the European response to be improved, not least through a European civil protection force."@en1
