As we will all remember, although the European response in providing aid to the people of Haiti was swift and on a large scale, it highlighted a number of critical problems in the management, coordination and visibility of the operation, which are down to the mechanics of the current system, which is based on voluntary and
contributions subject to different national decision-making processes.
The recent European Commission communication on the role of civil protection and humanitarian support aims precisely to lay the foundations for an effective and coherent synergy of the actions already taken at national, regional and local levels. The Treaty of Lisbon provides the opportunity to develop a more thorough, coordinated and functional disaster response capacity. The time has therefore come to speed up the process that will equip the EU with a modern and efficient civil protection capability."@en1
