"There is nothing more inhuman than exploiting the lives of other living beings for profit, infringing every fundamental right. Trafficking in human beings is one of the basest activities in history; it is a widespread and highly complex phenomenon. I am pleased that Parliament has approved at first reading the proposal for a directive on trafficking in human beings. This is a significant step forward in combating the phenomenon, which is the main activity of a large number of international criminal organisations. The most important point is the recognition that organised crime is the main problem to tackle. The EU is finally making a real, explicit distinction between crime and organised crime, because the latter is a truly separate issue. There are many other positive elements such as a broader definition of exploitation, greater protection for victims and the rule stipulating that victims of trafficking shall not be charged for crimes they have been forced to commit as a result of violence or the threat of violence against them. As Amnesty International points out, often women who are victims of trafficking are arrested for prostitution, or are not guaranteed full access to justice."@en1
