"Trafficking in human beings is a modern form of slavery and a severe violation of fundamental human rights. Trafficking in human beings is also one of the most profitable activities of criminal organisations. The entry into force of the Treaty of Lisbon gave the EU greater powers in the field of judicial and police cooperation in criminal matters, and the report adopted today, on the proposal for a directive of the European Parliament and of the Council on preventing and combating trafficking in human beings, and protecting victims, represents the European legislator’s commitment in this area. The text identifies minimum rules for defining criminal offences and imposing sanctions on traffickers, and introduces common rules to improve prevention and the protection of victims, who shall have to receive assistance, including legal representation. Trafficking in human beings, a phenomenon closely linked to organised crime, in the same way as drug trafficking and money laundering, must be combated with strong and effective measures. Experience gained over the last few years has shown that judicial and police cooperation and a high level of harmonisation of individual national laws are both essential for combating these types of crime."@en1
