"Mr President, Commissioner, ladies and gentlemen, I should like to thank the rapporteur Mr Bendtsen for his precise report. The Commissioner opened this sitting by saying – and I agree with him – that we are somewhat rhetorical today when we talk about efficiency, that uncertainty surrounds the 20% target, given that it has already been halved, and we do not really know what we are referring to. I would add that the culture of energy saving and energy efficiency does not exist. We therefore find ourselves in a situation and at a point where we have no option but to change. How? First, I believe that we should move towards innovation and new technologies in both areas – the energy efficiency of buildings and, above all, the energy efficiency of transport. I would also like to focus on the importance of having sufficient resources to achieve these objectives. I believe that we have to spend in order to save. Today in Parliament, President Barroso stated that Eurobonds are not going to be used and that he has other financial instruments set aside. Commissioner, we recently adopted a report that establishes a fund for financing energy efficiency through the use of the funds left over from the previous recovery plans. Even with a limited budget, I think the fund is highly symbolic insofar as it establishes the principle of attracting private capital in a public-private partnership (PPP) model, rationalising the funds that are already at our disposal – Cohesion Funds and others – and putting them into a container that can attract money, that, instead of giving money away, loans it through the development of major projects; it should be a revolving fund that gives meaning to all of this. I believe this is the right system for seeking resources and ensuring that efficiency is no longer a taboo subject."@en1
