"Mr President, reality shows that it is not enough to adopt an Action Plan for Energy Efficiency. An assessment needs to be made of the results of the 2006 plan, and policies put in place to help targets to be implemented, diversifying methods of increasing energy efficiency. The crisis argument cannot be used as an excuse for non-fulfilment of the 20% objective in 2020, nor for shooting down solutions for resolving the serious problem of energy poverty.
It is important to report positive experiences from other countries, not forgetting China and the United States, and to invest in the funding of measures that increase energy efficiency in buildings, in social housing, and in transport and industry. The necessary resources should be included within the EU budget to support Member States and families that have greater difficulties. Energy efficiency also increases employment, reduces poverty, and is a factor in progress and social development. We need to invest in this."@en1
