"The main objective yet to be achieved is a global agreement which is legal and ambitious and aims to keep the temperature increase below 2 °C, or even 1.5 °C, above pre-industrial levels. The measure of agreement reached in Cancún is a step in that direction. I agree with those who say today that we have a lot to do yet. The governments must build on that achievement now. The gaps must be filled. The difficult issues on the agenda must be tackled, and targets must be set now that are much firmer, clearer and binding. The deadlines between now and COP 17 in South Africa must be adhered to. My thanks also, therefore, to the Council and the Commission for what we have achieved, but we still face hard work ahead. In Europe, we must agree immediately to a reduction of at least 30% in CO leakage in Europe, not only for the sake of international agreement but for our own sake."@en1
