lpv:translated text	"I voted for this report as the European Union has needed for many years now clear rules and procedures about the rights granted to legally resident third-country workers. We need such a set of rules for at least two reasons. Firstly, although we should provide a preferential scheme for EU workers, legally resident workers participate in Member States’ economic life and are entitled to protection and guarantees. They should be considered as an asset to the EU economy and not as a threat to EU workers. Secondly, such clear rules would help achieve better control over migration. On the other hand, if we avoid such rules, we encourage illegal migration and employment and all the repercussions they entail. I regret to say that I reject the report and call on the Commission to come back with a new proposal."@en1
