"Mr President, ladies and gentlemen, I welcome Mrs Mănescu’s report. Multi-level governance has a key role to play in cohesion policy and, in this respect, the multi-level approach, which provides for cooperation and shared responsibilities across various levels of government, is being put into practice in the management of regional funds. The Commission is promoting initiatives in favour of regional and local authorities. There must be a greater incentive to support such proposals in order to ensure the real coordination and effective implementation of European programmes. The partnership must be guaranteed by a culture based on dialogue between the various parties involved. Cooperation at regional level must be transparent and must ensure fair representation of all concerned. For this reason, it is important to provide appropriate training for subnational representatives through initiatives such as Erasmus for regional and local officials, the financial cost of which must be borne by the Commission. This is likewise useful for exchanging good practices and for improving the quality and effectiveness of cohesion fund management."@en1
