"Mr President, just days ago, the Commission voted for the Danube strategy action plan, so I will look at Mr Luhan’s report through the prism of this event, especially since he says in his explanatory statement that his aim is to stimulate debate on the dependency and complementary nature of the measures at European and national level. To this I would like to add the regional level. The report outlines the framework in which the cohesion policy can play a role in improving the Union’s competitiveness. It does not explicitly set out the role of macro-regions in this process, but an analysis shows that the Danube strategy is precisely such a framework on a smaller scale, as was the Baltic strategy before it. I find that the conditions in the report coincide with the realities in the Danube Action Plan. Furthermore, the tenets of increasing competitiveness contained in the report are fundamental to the strategy. For example, the report places great value on building links with other territories. It underlines that the Member States have to support a locally oriented approach to formulating and implementing the cohesion policy. And all of these are operating techniques enshrined in the new policy for the Danubian macro-region.
I also admire the thesis in the report about the importance of providing continued support, in particular, to disadvantaged regions. This makes the Danube strategy a special case in Mr Luhan’s report which conforms fully with its conclusions. The aim of my comparison is to show the true path of the cohesion policy. I believe that these principles and operating methods should form the basis of the cohesion policy during the next programme period, and include a results-oriented local policy through the macro-regions."@en1
