"Mr President, there is a proverb in Irish that says: so many people, so many minds. If that is true about anything, it is true about this controversial, complex subject. Therefore, the rapporteur has done a very good job, and she deserves praise. As the European Union is founded on principles of peace and prosperity, it is only right that it should try and convey that idea throughout the whole European Union, and indeed the world. As the world’s biggest donor to third countries, it is right that we should be trying to ensure that those who are legally within our borders will be treated with the same dignity and respect that we would like to be shown to our citizens if they were in third countries. While this is not perfect, it is a step in the right direction. I welcome it and therefore endorse it."@en1
