"Madam President, I would like to begin by congratulating Véronique Mathieu for all the effort she put into achieving this result. She carried out very important work on an extremely complex subject, as Commissioner Malmström said. As the Group of the European People’s Party (Christian Democrats), we endorse cooperation in the area of legal immigration as long as we make it clear that we are simultaneously sharpening our attack against illegal immigration. I believe the one cannot exist without the other. Nevertheless, at the same time, we also recognise that one of the tools that can be used to combat illegal immigration is to provide good and clear opportunities for regularised immigration, just as we are doing in this case. However, I would also like to recall, as Véronique Mathieu said, that the new powers granted to us in this area by the Treaty of Lisbon brought with them new obligations. Therefore, since we are required to shoulder these new responsibilities, this Parliament must do just that, by proving that it is capable of compromising with the Council of Ministers. This requires accepting some Council positions, such as the safeguards that it would like to keep in the issuing of these permits according to this directive. This, I believe, raises the issue of equal treatment. We have to acknowledge that in order to reach an agreement with the Council, then we must inevitably accept that the conditions will not necessarily always be the same. At the same time, however, and I conclude here, those who claim that we are rushing ahead or who are ready to vote against should appreciate that without such a directive, we will end up in an illegal situation that will definitely not dignify any of the workers who find themselves in it."@en1
