"Madam President, ladies and gentlemen, this report could have received a favourable vote, but unfortunately it has been modified by what we consider to be avoidable and unnecessary amendments, which have replaced the words ‘illegal’ and ‘clandestine’ with the word ‘irregular’, almost as if there were a fear of saying things as they really are. On a positive note, however, the report provides for the creation of a network of immigration liaison officers posted to consular authorities and to international organisations, with responsibility for preventing illegal immigration and facilitating the repatriation of illegal immigrants. Furthermore, the direct exchange of information on illegal migration flows between States, embassies and international organisations may prove useful in combating the activities of criminal networks. Too many lives have been destroyed. Preventing trafficking in human beings is one of the challenges that the EU must overcome."@en1
