"Mr President, I welcome what was agreed at COP 16 in Cancún. However, we should not delude ourselves that we are where we need to be. Targets need to be set now that are much firmer, clearer and binding. The governments must build on the work of Cancún to achieve an ambitious, binding agreement in South Africa next year. We must also act at home. There must be immediate agreement on a reduction of at least 30% in CO leakage in Europe – not only for the sake of international agreement but for our own sake also – so that we can be competitive from now on. Europe must guarantee that we will be much more efficient as regards energy consumption. We failed to achieve that with the 20% energy efficiency target not being legally binding. That must be changed now."@en1
