lpv:translated text	"On the margins of the European Ombudsman’s annual activity report, allow me, as the author of Parliament’s opinion on public access to documents, to say a few words about institutional transparency. I was pleased that when examining citizens’ complaints registered with the Ombudsman, the author of the report, Mrs Nedelcheva, devoted special attention to the relation between transparency and good administration. The right to good administration has become legally binding under the terms of the Treaty of Lisbon, and along with that right, it is also important that personal rights are fully respected. In a recent discussion with Mr Diamandouros, we debated the delicate balance between institutional transparency and data protection. We specifically addressed the judgment issued in June by the European Court of Justice in the Bavarian Lager case as well, which moved the debates on transparency out of its dead end. This is very significant because it provides guidelines for cases where a real or perceived common interest is in conflict with personal data protection rights. I was very pleased that Mr Diamandouros, too, emphasised the basic principle according to which personal data can only be disclosed with the permission of the persons concerned. I therefore think it important to emphasise that I fully support the efforts aimed at rendering the work of the European Union’s institutions more transparent and establishing a basis for appropriate administrative techniques.
