"As to the 2011 budget proper, the Council indicated that the level of payment appropriations should not go beyond an increase of 2.91% compared to the 2010 budget. Especially for the Member States that had voted against the majority Council position budget in August, this was the absolute red line. Parliament in trialogues on the 2011 budget had taken a step towards being willing to accept this position on payments, after getting assurances concerning extra commitments over and above the ceiling via the flexibility instrument both in Heading 1A (competitiveness) and Heading 4 (external action) so as to be able to cover for reinforced policy priorities in Heading 1A (notably, lifelong learning) and extra needs in Heading 4 (notably Palestine). Also, as regards ITER (unanimity needed in Council), it seemed that a compromise would guarantee an extra 1.4 billion for the years 2012 and 2013 by using unused margins under the different headings from the year 2010 and – but that part was still under discussion, as it was linked to guaranteeing better flexibility mechanisms under the Multiannual Financial Framework Regulation – redeployments from the seventh framework programme for research and development."@en1
