"Every year, in accordance with the foreign affairs competences established in the treaties, the European Union signs a whole range of trade agreements. Now that the European Union’s competences have been expanded in the fields of human rights (the Charter of Fundamental Rights is now primary legislation) and sustainable development (one of the five key objectives for Europe 2020), I felt it was important to support the report produced by my colleague Tokia Saïfi, which seeks to ensure that these issues are better reflected in the Union’s trade agreements. Naturally, the report proposes improving cooperation within existing international organisations and the automatic inclusion of clauses on these subjects, but it also introduces new ideas, calling for the creation of a World Environmental Organisation to which cases of environmental dumping could be referred. This proposal is also linked to the notion of establishing a carbon inclusion mechanism to complement the EU’s emissions trading system. This two-pronged approach would enable us to prevent emissions being transferred to third countries."@en1
