"I voted in favour of this resolution as I believe that the European Union should make an active contribution to making the conference on climate change in Cancún promising and transparent, especially as regards funding intended for adaptation, forestry, the efficient use of resources, technology transfer, surveillance, reporting and checks.
The EU should therefore likewise facilitate strong political engagement with third countries by developing policies to build effective mechanisms for international cooperation on climate change, both within and beyond the United Nations framework convention on climate change. It is also worth pointing out the historical responsibility borne by the developed countries for irreversible climate change and their obligation to assist the developing countries and the least-developed countries in adapting to these changes, including by providing financial support for national adaptation programmes of action (NAPAs) as important instruments for adaptation to climate change which promote ownership."@en1
