"The new political context and institutional framework in Ukraine, as well as the readiness of newly elected President Viktor Yanukovych and the Ukrainian Parliament (Verkhovna Rada) to confirm Ukraine’s determination to join the European Union, are another step towards starting the accession process. Under Article 49 of the Treaty on European Union, Ukraine may apply for membership of the EU, as can any European state that adheres to the principles of liberty, democracy, respect for human rights and fundamental freedoms and the rule of law. I voted in favour of this resolution, which identifies proposals to be communicated to the Ukrainian authorities. There is still some way to go towards institutional stability that recognises the full participation of all political players, leading to healthy transferrals of power. I hope that the strong historical, cultural and economic ties that the EU has with the Ukraine will be consolidated and will, in time, allow the entry of the Ukrainian people into the Union. In view of this, I would like to highlight the importance of strengthening cooperation as regards exchanges for young people and students and the development of scholarship programmes that will allow Ukrainians to become familiar with the EU and its Member States."@en1
