"A healthy market economy cannot do without constant, continual monitoring of the state of competition within it. Such monitoring, however, cannot take the ideological form of a set of parameters applying to everyone. In fact, the situation in every market niche should be examined on a case by case basis in order to carry out a fair evaluation of them in terms of respecting those principles which, if applied mechanically, would end up generating paradoxical and anti-economic situations. The Commission therefore deserves praise for trying to keep control of horizontal cooperation in specialisation agreements as well as in research and development agreements, two somewhat sensitive sectors, the particular features of which justify the special treatment they receive."@en1
