To think that Europe can solve the problem of CO emissions into the environment all by itself is a mere pipe dream. After calling for too much at the Copenhagen conference last year, we have not learnt the lesson and are again preparing a document that calls for too much, this time for the forthcoming climate change conference in Cancún. We are in no doubt as to the outcome if that text is adopted when it comes before this House: it will be thrown in the bin, just like the last one.
