"In order to play a leading role in the battle against climate change, the European Union must boost the competitiveness of its economy by saving energy and using renewable energy resources. These are two areas which can increase its energy security and offer a high level of potential in terms of industrial development, innovation, spatial development and job creation.
At the same time, the EU needs to modify all its trade policies, whether bilateral, regional or multilateral. This is necessary because trade in goods and services is responsible for around 20% of greenhouse gas emissions. This is a challenging project. However, the EU has already taken the first steps in the right direction with regard to illegal timber imports, biofuels and aviation emissions. The aim of this report, which is the product of numerous discussions held with businesses, associations, trade union representatives or with the Commission, is to identify the additional steps which would enable the EU to continue in this direction."@en1
