"I voted for this resolution in the firm conviction that we are going to achieve a different result this year in Cancún. Learning from the positive outcome in Nagoya in October and the negative experience from Copenhagen in 2009, I think that the EU will speak with a single voice. Based on its mandate, the EU and its Member States must continue to play a constructive role globally in order to achieve a legally binding post-Kyoto agreement. NGOs and civil society must be fully involved in this agreement so that it is implemented properly and greater transparency achieved. This is why I welcome the fact that 5 000 representatives of civil society have registered to attend the COP 16 proceedings."@en1
