"I abstained from voting on the resolution on the 2011 budget and future funding for European policies, although I supported all the amendments aimed at improving the position of Parliament in the discussion and control over budgetary decisions. In fact, the compromise text represents a return to previous positions taken by Parliament, namely, those which were behind the breakdown of the first conciliation with the Council. In its newly recast form, the Members’ position does not guarantee what is vital in this negotiation: that there is not a repeat of the restrictive framework currently imposed by the richer countries of the EU in 2012 and 2013. Neither does the position of Parliament ensure that a democratic conference will take place within the framework of a debate, involving national parliaments, on the new resources which are to fund the new financial perspectives. My abstention backs Parliament’s stance, which is critical of the position of governments that seek greater European powers with less money, but does not endorse poor agreements or a mediocre budget."@en1
